Application Process
First, submit your idea for evaluation by the Startup Committee online.
You may be invited to a video interview to pitch your startup and answer questions.
After your interview, you will receive a response within 15 days.
If your idea is approved, you will apply at the Migration Department for your Temporary Residence Permit (TRP).
To apply for your TRP, first gather all required documents. (You may not have your accommodation details yet—you can get this document later.)
Next, sign in on the website for the Migration Department. Upload your documents and make an appointment to submit your original documents in person. The recommended Migration Department office is at Sapiegos str.1, Vilnius.
You will receive an email confirming your appointment with the Migration Department. Print and save this email—you may need it to apply for a Lithuanian Visa, a Schengen Visa, or to enter the country.
If you need a visa to enter Lithuania, apply at your local Lithuanian embassy or consulate. Provide all required documents and the confirmation email from the Migration Department.
After you enter Lithuania, find a place to live and prepare your accommodation documents. Startup Lithuania recommends that you book accommodation for at least 15 months. If you are renting, you will need a formal agreement with your landlord. This can be arranged by signing and registering your rental agreement at registru centras or notarizing your landlord’s signature and consent to the rental agreement. Your landlord can also accompany you to Migration Department to sign the agreement.
If you do not have health insurance yet, you can arrange it now.
Go to your appointment at the Migration Department and submit your passport, originals of all documents you have submitted so far, and your accommodation and health insurance documents. You will also give your biometrics.
Pay your fee there: $177 for 2-month processing or $355 for 1-month processing.
The Migration Department will notify you by email when your TRP card is issued. Go to their office at Sapiegos str. 1, Vilnius to collect it.
At this point, you have 120 days to register your company. You must also register all shareholders online with JADIS.
Within 3 working days of establishing your company, send your TRP expiry date, company registration code, and full name of company to Startup Lithuania. You must also email copies of your registration certificate and incorporation agreement (or equivalent document showing all shareholders) to [email protected].

- CV, diploma, certificates, and details of qualifications (encouraged, not required)
- Visa to enter Lithuania (if required)
- Passport photo
- Police clearance from all countries where applicant lived for longer than 6 months in the past 2 years (citizens of Russia, Ukraine, Moldova, Latvia, and Estonia do not need to provide this)
- Startup Visa certificate issued by Enterprise Lithuania (supplied after initial approval)
- Official bank statement showing $8,628 per adult applicant
- List of all countries the applicant has visited or lived in for the past 10 years
- 12-month accommodation agreement
- Proof of health insurance
